- Review Bids / Contracts offered by Vendors or Sub-contractors in order to choose the most cost-effective options.
- Review contracts documents issued by Client for accuracy and compliance.
- Correspondence and negotiation with Client, Vendors or Sub-contractors for proposal, contract conditions.
- Assist Management to ensure Quality, Health, Safety & Environment in accordance with the Policies and procedures.
- Receives and Logs ITT (Invitation to Tender), RTT (Request to Tender), RFQ (Request for Quotation) or any form on invitation to bid in general and examines them if they suit to the Company’s range of products and Services.
- Vender registration in major Oil & Gas company such as ADNOC as per CEC Management request.
- Prepare an Official Letter of Expression of Interests and of other relevant communications with the client during the bidding stage.
- Prepare cost estimation sheet based on CEC format.
- Prepare Technical/ Commercial bids, and ensure documentation is according to the ITT/RTT/RFQ requirements and submission guidelines.
- Prepare RFQ for material supply and subcontracting works.
- Responsible for communicating with the Client & Sub-Contractors for technical clarifications.
- Build and maintain a strong relationship with vendors and Subcontractors to be able to have constant support in Cost Estimation and helping produce a much competitive bid.
- Review and evaluate supplier and subcontractor’s offers.
- Specify the risk of project contract conditions and assist CEC Project Management to mitigate the risk.
- Assist Project team during Contract review and project kick-off, whenever necessary.
- Understand all project cost estimates including materials, personnel and equipment costs and coordinate with the project team to clarify any discrepancies.
- Interface with clients, CEC management, subcontractor, and all other relevant internal and external entities as necessary to prepare, negotiate and finalize costing activities and contract conditions.
- Ensure that all cost estimates are justified and supported.
- Ensure all proposal/ estimation documents are recorded, documented, and communicated to CEC Project Management.
- Strong written, verbal, and interpersonal communication and negotiation skills.
- General knowledge of contract conditions.
- Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Adaptability to special projects or support to various business functions as required.
- Aptitude in decision-making and working with numbers
- Experience in collecting and analyzing data
- Strong leadership capabilities
