:Provides immediate leadership, guidance, and supervision for all assigned HSE employees at the organization. Provides Health, Safety and Environment (HSE) procedures, guidance, and oversight to all site operations. The Manager, HSE, manages the HSE section under the supervision of the Senior Manager, Quality. Maintains company compliance with ISO 45001 and ISO 14001 requirements, relevant UAE regulations and organization’s HSE plans, and ensures timely and accurate completion of all required forms, records and reports relative to HSE programs. Ensures internal HSE audits are conducted efficiently and on time. Ensures the company is prepared for all external HSE audits and liaises with external certification bodies on behalf of the organization. Ensures the process is maintained within the latest ISO 9001 Quality Management System, ISO 45001 Occupational Health and Safety Management System, and ISO 14001 Environmental Management System standards. Learns, understands, and complies with applicable health, safety and environment directives. Participates in the development of a safe and healthy working environment. Ensures compliance with all company policies, manuals, procedures, and work instructions.Requirements· Develop and manage the implementation of, and compliance to the organizations’s HSE Management System (HSEMS).
· Develop, publish, review, and revise the HSE policy, manual, procedures, and work instructions, ensuring compliance with ISO 45011, ISO 14001 and all relevant UAE regulations.
· Assist in developing, coordinating, and implementing directives associated with the operation and maintenance of contract programs for HSE compliance purposes.
· Ensure timely and accurate completion of all required forms, records and reports relative to the company HSE programs.
· Design and develop a comprehensive package of HSE training courses for the company.
· Review the monthly program meeting data for the HSE section.
· Maintain the HSE training log and ensure that all HSE personnel are trained to the latest version of the appropriate standards.
· Assist senior management in preparing for external HSE audits.
· Lead investigations into workplace incidents resulting in the injury or illness of employees, and/or damage to equipment and facilities.
· Ensure compliance with all company safety directives and other practices as set forth by management.
· Monitor safety deficiencies and coordinate corrective action as necessary.
· Provide technical management and expertise to ensure compliance with UAE HSE regulations.
· Conduct HSE Committee meetings with area managers and/or supervisors.
· Ensure compliance to the Hazardous Waste Management Plan and Emergency Response Plan.
· Perform compliance reviews of manifests and shipping documents to ensure accurate disposition of all waste being generated by company-controlled sites.
· Interact with the UAE Government to secure permits as required.
· Submit contractually required reports.
· Prepare and present HSE data for the annual HSEMS management review and any other management meetings.
· Maintain the confidentiality and security of all company information.
· Perform other duties as required by the Senior Manager, QualityBenefits· Bachelor’s degree in environmental science required, master’s degree preferred, or Equivalent years of Experiences in the same field
· ISO 14001 and ISO 45001 Lead Auditor certification is required.
· National Examination Board in Occupational Safety and Health (NEBOSH) general certification is preferred.
· A minimum of six to eight years of experience in a supervisory/managerial role is required, in an HSE role is preferred.
· A minimum of six years of experience in a technical environment is preferred.
· An ability to assess procedures and processes for compliance with ISO 14001 and ISO 45001 standards is required.
· Familiarity with UAE industrial standards, safety and environmental standards, and Occupational Safety and Health Administration ( OSHA) standards are required.· Knowledge of ISO 9001 is an advantage.
· Effective leadership, communication, organizational and interpersonal skills are required.
· Knowledge of military safety regulations and policies is an advantage.
· Strong analytical skills and the ability to write clear, concise, and comprehensive trend analysis reports is an advantage.
· Knowledge of workman’s compensation, and applicable UAE laws and regulations is preferred.
· Knowledge of training and instructional techniques are an advantage.
· Proficiency in Microsoft Office software is preferred.
· An ability to communicate effectively in English, both in writing and verbally is required, fluent in Arabic is preferred.
· Have, or be able to obtain a valid UAE driver’s license.·
