:JOB PURPOSE:Plan, monitor and supervise maintenance, repairs, spare parts and dry docking of company's ships in order to ensure that the fleet technical performance is safe, efficient, reliable and in line with operating targets and applicable regulations and standards within the assigned department.KEY ACCOUNTABILITIES· Receive, review and endorse ship requests for repairs and where required, ensure supervision of such repairs to ensure compliance with class and International Marine Organization (IMO), OCIMF / SIGTO and ICS rules and recommendations while remaining within budgeted costs and time frame.· Supervise and contribute to the dry docking process through preparing ships’ dry dock and / or afloat repair specifications, analyzing tendering documents and supervising dry docking repairs to ensure they are performed in alignment with budgeted costs and company and industry standards.· Ensure planned maintenance schedules and that ship certifications are renewed as required in order to ensure equipment longevity and operation, in line with standards.· Ensure the completion/supervision of any maintenance work, including acquisition of equipment / spare part required in maintenance in line with standards and procedures to meet fleet requirements in a timely and accurate manner.· Intervenes to maintain high technical standards, thereby ensuring the technical efficiency, cost control and safety of vessel, Monitor Inventory Material Management consumption of relevant stores, spare parts, fuel, lube oils and chemicals and ensure set targets are maintained as per standards.· Carry out technical inspections of the ships' machinery, equipment, structures and documentation in order to ensure compliance with company standards, industry practice and safe operations.· Administer the monitoring systems which record technical aspects - including ship/shore loading, passage performance (loaded / ballast), fuel oil consumption and cargo gas boil off, equipment performance, dry docking, and other maintenance activities.· Provides the required marine engineering and technical knowledge support to ships and related technical services and advice.· Deputises, as appropriate, for the Technical Manager, performing functions at the relevant level.· Participates, in liaison with Shipbuilding teams, in monitoring ship construction progress. Checks that all equipment is as per approved specifications, and makes visits as and when required.· Monitors, and ensures, technical effectiveness, of ship management and time charter agreements, including proper upkeep of ships, their machinery and equipment and related costs. Called upon for the acceptability of spot cargo ships calling on Load / Discharge / STS ports especially Das Island, and advises Technical Manager as appropriate.· Monitors the technical aspects of designated fleet vessels i.e. Tanker, DB & Container, Gas ships, including other vessel types [FSRU / FSU / LPG etc..] on bareboat and voyage / time charter.· Liaises on technical matters such as operational control, specifications and certification with terminal operators at Load / Discharge / STS ports including Das Island and Japan, shipowners (and, if appropriate, ship managers), spot cargoes, etc.· Issues reports on the technical aspects of ships - highlighting technical performance levels, as appropriate.· Liaises with Marine / HSE Superintendent and advises, as appropriate, resolutions of issues arising and keeps them updated on present technical condition of the vessel.· Monitors maintenance standards and costs of each ship and undertakes corrective action. Monitor and control the consumption of relevant stores, spare parts, fuel, lube oils and chemicals.· Participates in the technical evaluation of, and invoice settlement with, dock yards and other maintenance organisations.· Approves Purchase Requisition with governance of the specification, procurement, storage and issue of spare parts, required for maintenance and emergency work.· Monitors the storage and preservation of Depot Spare Gear.· Provides an input into the maintenance of the division's filing and record system. Updates all relevant folders of the S drive or company common storage drives.Generic AccountabilitiesSupervision· Monitors the performance of designated ships and on board management team.Supervise ship engineering staff, contributing to their performance management, recruitment, training and development to ensure high level of engagement and a motivated work environment· Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.· Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.· Co-approves the promotion of the engineering staff to senior on board positions.Budgets· Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives and to the continuous monitoring of technical expenditure versus the set budge, and have the necessary control measures to, ensure optimised expenditure, effective performance, and cost control.· Investigate and take necessary corrective measure for any significant variances to support performance and cost control functions.· Prepares maintenance plans and budgets, including overhaul / replacement, to ensure safety, reliability and longevity of ships· Controls the ships Purchase Requisition by optimising the specification, procurement, storage and issuance of spare parts and service jobs.Policies, Systems, Processes & Procedures· Ensure compliance of Shipping fleet vessels relevant certificates/licenses, established marine standards, International Maritime Organisation, flag state rules and regulations in order to meet performance targets and ensure smooth flow of operations, and propose solutions to the management on issues related to the division where required.Physical EffortWork Environment· Physical work is required during ship inspections.· Required to be available to answer and respond to emergency calls from ships at all times· Normally air conditioned environment, but subject to a marine environment when visiting the ships or sailing for a short sea voyage.RequirementsMinimum Qualification· Bachelor’s degree in a relevant Engineering discipline or equivalent from a recognized institution or foreign going CoC (Class 1) (motor or steam) or equivalent qualification.· Relevant certifications / licenses.Minimum Experience & Knowledge & SkillsØ 8 years of experience, progressing to the rank of Senior Officer or Chief Engineer and 1 year as a technical superintendent or an equivalent experienceExperience on tankers/crude oil carriers in the oil and gas transportation industry, Dry Bulk and Containers
