:JOB PURPOSE:· Monitor and supervise daily marine operations of ADNOC Distribution tanker fleet vessels in order to ensure cargo is handled safely and in line with operating targets and applicable regulations and standards. Monitor and control marine operating expenses and ensure cost effective operations.Operations Management:
  • Plan and monitor all the vessels loading and discharging operations and ensure it is done in accordance with approved safety and operational efficiency standards and procedures in addition to coordinating with terminals, inspectors, suppliers and port agents.
  • Follow up with ship masters of Company’s chartered tankers providing guidance in the related areas encouraging teamwork and facilitating related professional work processes to ensure tanker operations targets are met.
  • Follow up day-to-day operations and handling of the tankers and verify reports and logbooks to ensure that ships are being operated safely and in compliance with Company’s procedures and international flag state laws.
  • Direct, along with the captains, the ships activities, operations, and clearance to depart daily to ensure that all the requirements for loading are followed.
  • Coordinate and maintain ongoing relationships with the agents and suppliers to ensure smooth flow of ship operations.
  • Supervise and conduct periodic 13-week supply and shipping program and ensure frequent updating in view of changes in circumstances, passing instruction to subordinates to place nominations and orders with Company Marketing and ships for ensuring a smooth execution of supply and shipping activities by having frequent contacts with suppliers.
  • Ensure that ship and crew documents are in line with the intended trading pattern of the ship to avoid non-adherence to requirements.
  • Perform checks on vessel sustainability for proposed loading quantity and maximizing quantity as per loading program and terminal requirements.
  • Ensure ship/ shore difference are within acceptable tolerance limits and investigate abnormalities and take action when necessary to rectify abnormalities to ensure uninterrupted operations.
  • Monitor voyage performance, bunker consumption and speed in accordance with charter party and ensure performance is within company standards.
Maintenance
  • Monitor and follow up on maintenance operations as per company procedures and that all ships comply with international and flag state laws to make sure that ships are capable of performing the intended voyages.
  • Monitor the maintenance of flag and class certification to ensure compliance with all national, International, company and class standards as well as the hull and deck maintenance for the fleet.
Inspection
  • Inspect vessels regularly and submit inspection reports to Marine department manager and ensure to highlight any major issues in order to take appropriate actions.
  • Monitor medicine inventory on board to ensure that the vessels are properly equipped for urgent matters as per standards and regulations.
  • Oversee the execution of safe working practices and adherence to legislative requirements in all transportation operations and ensure to take corrective actions when necessary.
  • Perform daily inspection in the area of responsibility in order to ensure that all equipment is properly functioning, and all parties are aware of their responsibilities.
  • Monitor compliance of voyage orders and ensure that they sent to supplier and master of preforming vessel and all concerned.
  • Review ship stowage plan and coordinate with Master for safe loading /discharging operations.
  • Coordinate with Company vetting and ship owner to maintain vetting approval throughout the charter party period.
  • Resolve any issues that affect the voyage performance and takes suitable solution for smooth and safe operation.
  • Monitor tanker sailing speed and bunker consumption in accordance with charter party.
  • Conduct regular safety and compliance audit for tanker handling procedures in Company Distribution sea-fed terminals and report findings to the Marine Department Manager.
RequirementsQUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:Minimum QualificationBachelor’s Degree in Marine Services or equivalent.Minimum Experience & Knowledge & Skills6 years of experience in Tanker operations within the oil and gas industry.Professional CertificationsCertificate of competency STCW 95 11/2.
