:JOB PURPOSE:Plans, controls and coordinates provision of expert consultancy services and technical support in Cost Estimating, Cost control and Business Planning for all Engineering projects in the Company.KEY ACCOUNTABILITIES:· Participate in Setting of project strategies for projects execution particularly in areas of Cost Management.· Provides professional guidance to Divisional management on issues related to performance Capex/Opex indicators and cost management.· Advise and provide technical supports on the area of Cost Estimating, Cost Control and Forecasting.· Plans and coordinates the cost engineering team activities of Business Planning, Cost Control and cost estimating in provision of cost management, budgeting and forecasting for all Engineering projects.· Coordinates with planning team contributing to the formulation of implementation plans strategies for all projects / activities, monitors cost commitment, milestones targets and cost progress and advises on corrective measures / recovery plans.· Ensures provision of regular Management and Shareholders reports on a monthly/quarterly and annual basis highlighting the status of on going Business Objectives and Project managements’ activities.· Analyze and review cost estimate provided by all consultants, contractors to provide professional recommendations to support the effectiveness of Cost Management Function and improves the accuracy.· Plans, direct and coordinate the cost estimating data base development and regular reviews.· Provide analysis, recommendations and advice to Divisional/Corporate Management and Shareholders on annual inflation and cost indices as one of the major risks that influence the economic feasibility of new projects.· Directs and develops all cost expertise input that is required throughout different phases.· Directs and develops cost estimating procedures and maintains other related Divisional/Corporate procedures.· Plans, controls and develops the bi-annual Budget Revisions in accordance with Company guidelines and objectives and presents this to Function Management.· Plans, coordinates,/ develops management review of capital and operating forecasts and ensures their consistency with the division objectives as well as the Business Plan.· Analyzes and forecasts commitments and expenditures for all projects and reports variations/ discrepancies along with course of action to Engineering Management.Supervision· Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.· Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.Budgets· Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.· Investigate and highlight any significant variances to support effective performance and cost controlPolicies, Systems, Processes & Procedures· Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards.Performance Management· Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.Innovation and Continuous Improvement· Design and implement new tools and techniques to improve the quality and efficiency of operational processes.· Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.Health, Safety, Environment (HSE) and Sustainability· Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Code of Practices.Reports· Provide inputs to prepare Section MIS and progress reports for Company Management.RequirementsMinimum Qualification· Bachelor Degree in Engineering.Minimum Experience & Knowledge & Skills· 8 years of experience, including at least in a senior supervisory position in the Petroleum or related industry.
