:PRIMARY PURPOSESupport the organization in developing cost estimates, preparation and review of relevant cost estimation procedures, utilization of costing, cost management and reporting tools/techniques, to achieve the project objectives from initiation to completion of all projects. Lead the development, monitoring of project plans and schedules to ensure that projects are completed on time, within budget and that all project objectives are achieved.RESPONSIBILITIES:
  • Develop and keep up-to-date a costing database for preparation of cost estimates for new projects.
  • Provide support to the discipline engineers in the preparation of cost estimates for new projects. Suggest refinements to the cost estimates in view of achieving cost optimization and effective utilization of resources.
  • Review cost estimates and provide support during the course of the project. Refine the cost estimates when applicable, and ensure accuracy and confidence in the cost estimates. Identify cost reduction areas on variations/claims and establish the basis for rejecting/minimizing to support effective negotiations and secure optimum benefits for the organization
  • Assist in the preparation of pre-requisites for developing of, and obtaining approvals, for expenditures (AFE), for all capital projects that are managed by Downstream Operations
  • Lead the development and monitoring of project schedules in coordination with the respective Project Managers. Review the plan and schedule deliverables of Consultant/Contractors; identify area of concerns and risks relating to planning and scheduling and recommend rectification plans in line with the overall project objectives
  • Assist in the reviews and approval Contractor’s claims and of changes in the project parameters (eg, scope, schedule) for all changes initiated by the Company or the Contractors, and follow them through rejection or incorporation into the contract as variation
  • Record and monitor the project costs from start to finish, both committed and to be committed, in liaison with concerned parties including verification of amount charged against completed works, compliance with contract and expediting payments
  • Monitor and control commitment and expenditure versus approved budget/AFE per project, and regularly review and report the actual vs plan costs of each project. Ensure that expenditures for each project are, and will remain, within the approved budget/AFE. Assess significant variances to ensure that overruns and underruns are adequately justified, and are reported accordingly.
  • Assist in the preparation of an overall monthly, yearly, and ad-hoc, expenditure reports by providing running projects actual and budget expenditure highlighting current trends for management reporting and decision making.
  • Assess impact of progress and scheduling activities on project cost and ensure that reliable cost forecasts are maintained. Coordinate the same with the project management team and the cost/budget specialist for accounting and reporting purposes
  • Review and process all relevant invoices related to contracts ensuring technical and financial correctness of claims. Resolve any discrepancies or errors and follow up with contractors and/or project team in order to rectify variances before any payments are made. Ensures that records of all project activities relating to contracts, budgets, expenditure, forecasts, etc are maintained, up-to-date and accurate to facilitate reference and auditing as required
  • Takes Health, Safety & Environment (HSE) lead in ensuring “safe systems of work” and “safe conditions” are in place within area of responsibility
  • Performs other similar or related duties as required or assigned by line manager.
RequirementsEducational Requirements / QualificationsBachelor degree in EngineeringQualifications/knowledge in project cost estimation and accounting, and project planning/schedulingExperience:
  • Minimum 10 years experience in oil and/or gas engineering and construction projects with major international contractors or oil and gas companies.
  • Offshore and onshore oil and/or gas projects.
